Housing + Design Initiative: Technical Advisory Committee App...
The Housing + Design Initiative Code and Plan Update will continue the ongoing work of Springfield’s Housing Strategy, help the City come into compliance with all State housing related statutes and rules, and align with the City’s goals for facilitating housing production, affordability, and choice by reducing regulatory barriers. Particular attention will be focused on amending the City’s Development Code to include clear and objective standards for Mixed-Use Districts as expressed in Springfield City Council Resolution No. 2023-28. The project’s Community Engagement Plan identifies a Technical Advisory Committee (TAC) as one way to thoughtfully review the draft audit, new code concepts, and provide technical information and advice on proposed plan and code amendments. Staff received 17 applications for the Springfield Committee for Citizen Involvement’s (CCI’s) consideration.

Decision Criteria
Each decision maker will follow the criteria below when voting on this item.
To promote and enhance meaningful opportunities to work with community members on the City’s planning projects, Springfield’s CCI appoints planning advisory committees per Springfield’s adopted Citizen Involvement Program. Attachment 1 provides information about applicants’ background as relevant to the CCI’s decision and their detailed responses to project-specific questions. Staff used an open process to recruit potential members. This process ranged from placing printed informational fliers and applications at community centers, posting on social media, a news release, features in newsletters, and direct outreach. Attachment 2 lists specific recruitment activities.

Discussion
The role of the TAC will be to:
• Identify, discuss, and resolve technical issues and concerns
• Provide data and information, as requested
• Review and provide feedback on draft work products in a timely manner
The TAC will provide input to staff on specific questions and on the code and plan audit, concepts, and proposed amendments but will not formally vote or provide a recommendation to Planning Commission or City Council.
Who would the CCI like to appoint to the Technical Advisory Committee?

The role of the Governance Committee will be to facilitate alignment of the City Council and Planning Commission and to provide policy-level direction to the project team when it is not practical to convene the City Council. Council’s direction at the March 3, 2025 work session was to convene the Governance Committee on an ad hoc basis to meet over the summer months when they are on recess. The Governance Committee will be comprised of two City Councilors and two Planning Commissioners tasked to provide updates to their respective bodies.
