Springfield City Council
Ordinance 6466 was adopted by City Council at the November 6, 2023 City Council meeting. The ordinance is attached in the documents below and will take effect January 8, 2024.
Springfield City Council and Lane County Board of Commissioners
At a joint public hearing on November 6, 2023, the Springfield City Council and Lane County Board of Commissioners heard the staff presentation and opened the Public Hearing; no comments were received on the proposed minor code amendments. Councilors and Commissioners addressed their concerns and asked clarifying questions of staff and closed the public hearing. City Council adopted a motion for a final reading on November 20, 2023. The Lane County Board of Commissioners adopted a motion and set a final reading for December 12, 2023.
Springfield and Lane County Planning Commissions
The Springfield and Lane County Planning Commissions held a joint Work Session and Public Hearing on August 1, 2023 and unanimously passed the Order and Recommendation.
Project Background
The City of Springfield is proposing amendments to the Springfield Development Code to make minor changes to correct errors and provide clarification on code language that was adopted as part of the 2022 Development Code Update Project. These changes mostly correct missed internal code citations and references, typographical errors, and update naming conventions that were previously missed.
On August 1, 2023, the Springfield and Lane County Planning Commissions approved recommendations to the City Council and Board of Commissioners to adopt the proposed amendments. As staff continue to apply the code, they found needed corrections that were not included in the Planning Commission’s public hearing draft. Those new changes are in addition to the first round of minor code changes that were before the Planning Commission and mostly corrected missed internal code citations and references, typographical errors, and updated naming conventions that were previously missed. Staff shared those amendments with the Planning Commissions on September 5, 2023 so they were aware of the additional amendments that staff will be presenting to the elected officials for adoption.

The Springfield City Council and Lane County Board of Commissioners will hold a joint public hearing to review the Planning Commission’s recommended amendments on November 6, 2023.
